PolitiJax: Mayor Alvin Brown's signature starts economic overhaul

Jacksonville Mayor Alvin Brown signed legislation Thursday establishing a new economic development setup, bringing to fruition a concept he said he started discussing 2? years ago.

Economic development efforts will be led by a chief economic development officer working in the mayor's office, rather than by a commission as had been done for years.

"This is the beginning of something bigger," Brown said.

The new process will allow incentive deals to be approved within about a month, the mayor said, rather than the three months they can take now. The legislation was approved by the City Council on Tuesday. Next month, it is expected to take up a companion piece of legislation that will create an agency focused on downtown development.

Both of those pieces of legislation were signature issues for Brown, who took office a year ago Sunday. Taking a year to get the economic development system in place wasn't too long, he said Thursday.

During that time, Brown said, the administration was able to sit down with stakeholders and get feedback on the idea.

"I think a year was great timing," he said.

Barco to stay on Fish and Wildlife board
A Jacksonville resident who's been a member of the Florida Fish and Wildlife Conservation Commission will continue to serve on the state board in a leadership role.

Kathy Barco was named the commission's vice chairwoman Thursday. Barco has served as chairwoman in the past.

Kenneth Wright of Winter Park was named chairman.

Barco, co-owner of Barco-Duval Engineering, has served on the commission since 2004.

Amber Portwood: Barred From Seeing Leah in Prison?


With multiple stints in jail from failing to adhere to terms of her probation, followed by a five-year prison sentence, Amber Portwood has had a rough 2012.

The Teen Mom star's downward spiral makes Jenelle Evans look stable. But is she really barred from seeing her daughter until 2017, as rumors suggest?

Fortunately, Amber's brother Shawn tells E! she's in a "mandatory reception period" where she can't see Leah, but after that, visitation should resume.

Dangerous Amber

"They are in the process of transitioning her from one place to another," Shawn Portwood said. "After that, it's only a matter of time before she sees Leah."

The Indiana Department of Corrections concurred, saying Amber is "currently going through an intake and diagnostic process and is not allowed visitors."

There will be no exceptions during this period, typically 2-3 weeks, even those permitting Amber to see her daughter, due simply to "normal protocol."

"The purpose of this is to get them ready for the facility that they will be assigned to," he adds. "Once she is there she will then be allowed visitors."

Shawn notes that his sister "has to undergo therapy" and reiterates that "when she is done with processing then she will be able to see Leah."

"She is not being treated any differently than anyone else."

As it turns out, Amber might not have to serve out her entire five-year sentence. With good behavior, it could be cut in half with parole. Here's hoping?

Package holidays are often very financially viable, because the organisers book hotel rooms and transportation for such large numbers of people they are subject to lower discounted prices, which in turn means that you get better value for your money. Something everyone will appreciate, particularly if they have been residing in a country stricken by recession.

One type of package holiday that has really risen in popularity in the past decade or so is a river cruise. No doubt many of you will be familiar with cruise holidays, however a scenic river cruise is probably something that few people have actually done. On this holiday you are likely to spend between ten and fourteen days in a country of your choice, and in the same way that a regular cruise works you will spend varying amounts of time each day on the cruise ship travelling from one destination to another, and then certain amounts of time will be left for you to do some exploring on your own.

Bones yield oldest modern human DNA

What may be the oldest fragments of the modern human genome found yet have now been revealed ? DNA from the 7,000-year-old bones of two cavemen unearthed in Spain, researchers say.

These findings suggest the cavemen there were not the ancestors of the people found in the region today, investigators added.

Scientists have recently sequenced the genomes of our closest extinct relatives, the Neanderthals and the Denisovans. When it came to our lineage, the oldest modern human genomes recovered yet came from Otzi the Iceman, a 5,300-year-old mummy found in the Alps in 1991. Researchers have salvaged DNA from even older human cells, but this comes from the mitochondria that generate energy for our bodies, and not from the nucleus where our chromosomes are housed. (Mitochondrial DNA is passed down only by mothers.)

Now researchers have rescued fragments of genomes from the remains of two cavemen unearthed in northern Spain.

"These are the oldest partial genomes from modern human prehistory," researcher Carles Lalueza-Fox, a paleogeneticist at the Spanish National Research Council, told LiveScience. [ Image Gallery: Our Closest Human Ancestor ]

The skeletons of two young adult males were discovered by chance in 2006 by cave explorers in a cavern high in the Cantabrian mountain range, whose main entrance is found at 4,920 feet (1,500 meters) altitude. Winters there are notably cold, which helped preserve the DNA in the bones.

These bones date back to the Mesolithic period, before agriculture spread to the Iberian Peninsula with Neolithic settlers from the Middle East. These cavemen were hunter-gatherers, judging by the ornament that one was found with of red-deer canines embroidered onto a cloth.

The scientists recovered 1.34 percent and 0.5 percent of the human genomes from the bones of these two cave men. Analyses revealed that current populations of the Iberian Peninsula, which includes Spain, Portugal and Andorra, are not genetically linked with these ancient hunter-gatherers. Instead, these cavemen were closer genetically to the current populations of northern Europe.

"There are many works that claim the Basques (of the Iberian Peninsula) could be descendants from Mesolithics that became isolated in the Basque country," Lalueza-Fox said. "We found the modern Basques are genetically not related to these two individuals."

The scientists also recovered the complete mitochondrial DNA of one of these cavemen. This revealed that European populations during the Mesolithic were very uniform genetically.

"Despite their geographical distance, individuals from the regions corresponding to the current England, Germany, Lithuania, Poland and Spain shared the same mitochondrial lineage," Lalueza-Fox said. "These hunters-gatherers shared nomadic habits and had a common origin."

The researchers now aim to complete the genomes of both cavemen. Such data could help "explore genes that have been modified with the arrival of the Neolithic in the European populations," Lalueza-Fox said.

The scientists detailed their findings online Thursday in the journal Current Biology.

Life & Style "exclusively" reveals that Emily got engaged to her final Bachelor on the Caribbean island of Curacao, but is having doubts about the pick.

Even The Bachelorette spoilers don't specify who that is, but the magazine says it's led her back to Brad Womack, who picked her on The Bachelor.

More believable than the Chris story or less so? Your call!

"They weren't on good terms after their breakup, but [Brad Womack] says they're talking now, and it's throwing him for a loop," says an unnamed source.

"Any woman in Emily's shoes would second-guess her choice. It's weird timing, but if anyone can understand what Emily is going through, it's Brad."

"She's turning to him during this time. If Emily doesn't really know her new fiancé, like she didn't know Brad, I can see how she must be confused."

Also compounding the matter? The four guys still left.

"She had such strong feelings for at least four of the guys," says the source, "so of course she is bound to wonder: Did I pick the right one?"

Ex-Bachelorette Jillian Harris may have summed it up best when she said, "you're picking a fiancé after spending maybe a total of 20 hours with him."

Xbox Music is coming to Windows 8 and Windows Phone 8, that much we know. We also know that the Zune brand is dead. But whether the new service will be a simple rebadge or an entirely new beast remains a mystery. Bloomberg has it on good authority, however, that that Xbox Music will more than just a new face. Microsoft is allegedly combining all the most successful elements of its competitors -- streaming, online storage, and offline syncing -- into a product that will put iTunes, Spotify and Google Play squarely in its crosshairs. The company is allegedly in talks with the record labels to secure the necessary rights for a monthly subscription service and a market for purchasing tracks. It will also take a page from Google Music and allow customers to upload their own collections. If Microsoft can pull off a such a comprehensive service others in the field better watch out -- few companies have the reach or budget of Redmond.

Court ruling offers inmates rare chance at freedom

DETROIT (AP) ? The Supreme Court ruling that banned states from imposing mandatory life sentences on juveniles offers an unexpected chance at freedom to more than 2,000 inmates who had almost no hope they would ever get out.

In more than two dozen states, lawyers can now ask for new sentences. And judges will have discretion to look beyond the crime at other factors such as a prisoner's age at the time of the offense, the person's background and perhaps evidence that an inmate has changed while incarcerated.

"The sentence may still be the same," said Lawrence Wojcik, a Chicago lawyer who co-chairs the juvenile justice committee of the American Bar Association. "But even a sentence with a chance for parole gives hope."

Virtually all of the sentences in question are for murder. When Henry Hill was an illiterate 16-year-old, he was linked to a killing at a park in Saginaw County and convicted of aiding and abetting murder.

Hill had a gun, but he was never accused of firing the fatal shot. Nonetheless, the sentence was automatic: life without parole. He's spent the last 32 years in Michigan prisons.

"I was a 16-year-old with a mentality of a 9-year-old. I didn't understand what life without parole even meant," Hill, now 48, said Tuesday in a phone interview.

He heard about the Supreme Court decision while watching TV news in his cell.

"I got up hollering and rejoicing and praising God," said Hill, who would like to renovate homes and be a mentor to children if he's released. "The last three or four years, they always put young guys in with me."

The ruling also alarmed families of crime victims. Jessica Cooper, prosecutor in Oakland County, Mich., said her office has been taking calls from "distressed" relatives.

"Now they're going to start all over," Cooper said. "It's going to take years."

The Michigan Corrections Department said 364 inmates are serving mandatory life sentences for crimes they committed before turning 18. The prisoners now range in age from 16 to 67.

In Monday's 5-4 decision, the high court said life without parole for juveniles violates the Constitution's ban against cruel and unusual punishment. More than 2,000 people are in U.S. prisons under such a sentence, according to facts agreed on by attorneys for both sides of the case.

It's possible that some inmates will win immediate release. Judges could also impose new sentences carrying a specific number of years and a parole review. Some inmates could still be kept locked up for life.

"Judges have options," said Deborah LaBelle, a lawyer in Ann Arbor, Mich. "The Supreme Court said to look at juveniles individually: their age, family background, peer pressures, home environments."

LaBelle said she took a phone call from 34-year-old inmate Kevin Boyd, who was 16 when his mother killed his father. Boyd had given her the keys to his father's apartment, was aware of her threats and was convicted of murder.

After hearing of the court's decision, Boyd told LaBelle that he slept "with hope on my pillow for the first time in 15 years."

Back in 1996, Saulo Montalvo was a 16-year-old getaway driver in a fatal store robbery in Grand Rapids. He never stepped into the store but was convicted of murder and sent away for life.

"My mom and dad had gotten divorced, and I thought I had something to do with it," he said of his teen years. "I placed this burden on myself and began to act out. I gravitated toward people who were into minor crimes, drinking and smoking marijuana, and sought their acceptance. ... I was so broken by what I had done."

He said the victim's family has long forgiven him. And if released, Montalvo said, he could "be a benefit to the society I left behind."

The judge who sentenced him, Dennis Kolenda, didn't like the punishment but had to follow the law.

"A community that's got a soul has to recognize children are different, and we need to treat them as different," said Kolenda, who is now retired. "Some are incredibly dangerous, but we never know with kids how they're going to develop."

Michigan Attorney General Bill Schuette, who supported the state's life without parole law for juveniles, said crime victims won't be forgotten during the next round of court hearings.

"Every case has its unique set of facts," Schuette said. "We're going to make sure the truth is accurate."

Put the towel on the chin, and wrap both ends around the forehead, spreading it out to cover the sides of the face, leaving a small opening at the nose to breath freely. If available, light a scented candle or use an aromatherapy spray. Relax while reclining for a few minutes while the pores open gently.

Fourthly, apply a facial mask. This can be the oil and cucumber mask, or any other ones available from stores or made at home. Put on the mask and apply the cucumber slices to the eyes. Masks should usually be applied for about 15 minutes. Rinse off the mask, making sure to remove all of it. After patting skin dry, moisturize the face and neck. Use an oil-free moisturizer that won?t clog pores. Even individuals with oily skin should apply a moisturizer. Choose a light one which won?t weigh down skin.

"Our results did show a possible benefit, but like with so many other things we consume, it really depends on how much coffee you drink," says lead author Elizabeth Mostofsky, MPH, ScD, a post-doctoral fellow in the cardiovascular epidemiological unit at BIDMC. "And compared with no consumption, the strongest protection we observed was at about four European, or two eight-ounce American, servings of coffee per day."

The study published June 26 online in the Journal Circulation: Heart Failure, found that these moderate coffee drinkers were at 11 percent lower risk of heart failure.

Data was analyzed from five previous studies four conducted in Sweden, one in Finland that examined the association between coffee consumption and heart failure. The self-reported data came from 140,220 participants and involved 6,522 heart failure events.

In a summary of the published literature, the authors found a "statistically significant J-shaped relationship" between habitual coffee consumption and heart failure, where protective benefits begin to increase with consumption maxing out at two eight-ounce American servings a day. Protection slowly decreases the more coffee is consumed until at five cups, there is no benefit and at more than five cups a day, there may be potential for harm.

It's unclear why moderate coffee consumption provides protection from heart failure, but the researchers say part of the answer may lie in the intersection between regular coffee drinking and two of the strongest risk factors for heart failure diabetes and elevated blood pressure.

"There is a good deal of research showing that drinking coffee lowers the risk for type 2 diabetes, says senior author Murray Mittleman, MD, DrPH, a physician in the Cardiovascular Institute at Beth Israel Deaconess Medical Center, an Associate Professor of Medicine at Harvard Medical School and director of BIDMC's cardiovascular epidemiological research program. "It stands to reason that if you lower the risk of diabetes, you also lower the risk of heart failure."

There may also be a blood pressure benefit. Studies have consistently shown that light coffee and caffeine consumption are known to raise blood pressure. "But at that moderate range of consumption, people tend to develop a tolerance where drinking coffee does not pose a risk and may even be protective against elevated blood pressure," says Mittleman.

This study was not able to assess the strength of the coffee, nor did it look at caffeinated versus non-caffeinated coffee.

"There is clearly more research to be done," says Mostofsky. "But in the short run, this data may warrant a change to the guidelines to reflect that coffee consumption, in moderation, may provide some protection from heart failure."

Heat celebrate in the streets of Miami

MIAMI (AP) ? The NBA championship trophy was center stage, bathed in white light and sitting on a pedestal. And each Miami Heat player offered it a different greeting.

Mike Miller bowed. Udonis Haslem kissed it three times. Chris Bosh hugged it, and LeBron James strolled past before waving at the crowd.

Dwyane Wade did something different. In a nod to his preferred postgame fashion style throughout the playoffs, he emerged with a pair of faux eyeglasses and slipped the frames onto the neck of the trophy. Heat president Pat Riley, coach Erik Spoelstra and team managing general partner Micky Arison all donned the black spectacles as well at various points during the party.

The glasses were fake. The sentiments were all real.

And with that, two years after Wade, James and Bosh opened their time together with a celebration, they got the party they really wanted on Monday. An estimated 400,000 people filled the streets of Miami for the Heat championship parade, and then 15,000 more got into the arena afterward for a long, loud reception for the NBA's new kings.

"It's the best feeling I've ever had. ... This was my dream, right here, to be able to hoist that Larry O'Brien Trophy up, hug it, grab it, never want to let it go," James said.

During the parade, players and coaches were on double-decker buses with friends and family, most of them taking photos and video of the crowd. Other Heat staff were on flatbed trucks, as confetti fell and horns blared every step of the way. Wade cradled the championship trophy in his arms for much of the ride.

"I appreciate all our fans for sticking with us," said the now two-time NBA champion Wade, adding, "Best fans in the world."

And then the party moved inside, with a similar setup to the event that welcomed James and Bosh to Miami to play alongside Wade in July 2010. Music blared for nearly an hour as fans danced for joy, before the arena went dark briefly ? and the trophy was sneaked onto the stage.

For nearly 90 minutes afterward, the Heat relived so many aspects of the season, from Haslem's flagrant foul against Indiana's Tyler Hansbrough in the Eastern Conference semifinals ("the greatest flagrant foul in team history," Heat broadcaster Eric Reid told the crowd) to countless highlights from the NBA Finals against Oklahoma City, the Heat left few stones unturned.

Juwan Howard ? the first member of Michigan's Fab Five to win an NBA title ? did the Cabbage Patch dance, as teammates broke into absolute hysterics, waving their arms in time with him. Mario Chalmers was asked about why Wade and James yell at him so much on the court, as a montage of some of their more fiery moments played on the giant video screens. And the Miami natives, Haslem and James Jones, got perhaps the loudest ovations of anyone outside of the finals MVP.

"Feels great, man," said Haslem, who along with Wade is the lone holdover from Miami's 2006 championship club. "Changing my name from Mr. Miami to Mr. Two-Time. I ain't Mr. Miami no more. I'm Mr. Two-Time. ... It never gets old. But this one is more gratifying because of the way last season ended."

Spoelstra had a similar sentiment, talking to the crowd about the team's commitment, especially after Miami lost last season's finals to Dallas.

"People from the outside, they criticized this group, this team," Spoelstra said. "They counted this team out. But they never estimated how close this group was as a family. Every single one of these players had to sacrifice something, either money, opportunity, minutes to be a part of this dream. And it was all for a moment like this."

After the celebrating was done, there was business. Wade reiterated that he would seek medical advice before committing to play with the Olympic team. Bosh ? who missed nine playoff games with a strained lower abdominal muscle ? said he was "all in, for now" on being part of the London Games. And Miller, who was hobbled by back and foot issues, said on Twitter he planned to meet with Miami neurosurgeon Dr. Barth Green on Tuesday, presumably to get checked out and discuss options.

Miami won the title by defeating Oklahoma City in five games in the NBA Finals. It was the second title for the Heat and the first for James, who nodded and pointed to fans for much of the parade. James came to Miami after seven years in Cleveland, and after he and the Heat fell in the finals a year ago, he's finally a champion.

"It's good being around other people who support LeBron," said Doug Mead of Toledo, Ohio, who came to the parade with his family. "They really don't like him in Ohio. They celebrate when he loses."

Everyone was celebrating in Miami on Monday. Arison snapped and tweeted several photos during the parade. Riley shouted "Thank you" to fans over and over, as his wife, Chris, stood to his left and led "Let's go Heat" chants.

Some fans began lining up for spots along the parade route Sunday night.

"I've been a fan since '89. For me personally I feel like I'm part of the Heat family," said Dexter Pace of West Palm Beach, Fla. "I've been through the goods, the bads, the losses, the trades, and now it's like someone in my family has accomplished something. .... It's going to mean a lot for the city of Miami, winning the championship."

As the event ended, Bosh thanked both the fans inside the arena and those outside, saying that without them, nothing would be possible for the Heat.

"It feels right," Bosh said. "This is how it's supposed to be ... and I would like to do it all the time."

Scientists spark new interest in the century-old Edison battery

Stanford University scientists have breathed new life into the nickel-iron battery, a rechargeable technology developed by Thomas Edison more than a century ago.

Designed in the early 1900s to power electric vehicles, the Edison battery largely went out of favor in the mid-1970s. Today only a handful of companies manufacture nickel-iron batteries, primarily to store surplus electricity from solar panels and wind turbines.

"The Edison battery is very durable, but it has a number of drawbacks," said Hongjie Dai, a professor of chemistry at Stanford. "A typical battery can take hours to charge, and the rate of discharge is also very slow."

Now, Dai and his Stanford colleagues have dramatically improved the performance of this century-old technology. The Stanford team has created an ultrafast nickel-iron battery that can be fully charged in about 2 minutes and discharged in less than 30 seconds. The results are published in the June 26 issue of the journal Nature Communications.

"We have increased the charging and discharging rate by nearly 1,000 times," said Stanford graduate student Hailiang Wang, lead author of the study. "We've made it really fast."

The high-performance, low-cost battery could some day be used to help power electric vehicles, much as Edison originally intended, Dai said. "Hopefully we can give the nickel-iron battery a new life," he added.

Electric vehicles

Edison, an early advocate of all-electric vehicles, began marketing the nickel-iron battery around 1900. It was used in electric cars until about 1920. The battery's long life and reliability made it a popular backup power source for railroads, mines and other industries until the mid-20th century.

Edison created the nickel-iron battery as an inexpensive alternative to corrosive lead-acid batteries. Its basic design consists of two electrodes ? a cathode made of nickel and an anode made of iron ? bathed in an alkaline solution. "Importantly, both nickel and iron are abundant elements on Earth and relatively nontoxic," Dai noted.

Carbon has long been used to enhance electrical conductivity in electrodes. To improve the Edison battery's performance, the Stanford team used graphene ? nanosized sheets of carbon that are only one-atom thick ? and multi-walled carbon nanotubes, each consisting of about 10 concentric graphene sheets rolled together.

"In conventional electrodes, people randomly mix iron and nickel materials with conductive carbon," Wang explained. "Instead, we grew nanocrystals of iron oxide onto graphene, and nanocrystals of nickel hydroxide onto carbon nanotubes."

This technique produced strong chemical bonding between the metal particles and the carbon nanomaterials, which had a dramatic effect on performance. "Coupling the nickel and iron particles to the carbon substrate allows electrical charges to move quickly between the electrodes and the outside circuit," Dai said. "The result is an ultrafast version of the nickel-iron battery that's capable of charging and discharging in seconds."

Future applications

The 1-volt prototype battery developed in Dai's lab has just enough power to operate a flashlight. The researchers' goal is to make a bigger battery that could be used for the electrical grid or transportation.

Most electric cars, such as the Nissan Leaf and the Chevy Volt, run on lithium-ion batteries, which can store a lot of energy but typically take hours to charge. "Our battery probably won't be able to power an electric car by itself, because the energy density is not ideal," Wang said. "But it could assist lithium-ion batteries by giving them a real power boost for faster acceleration and regenerative braking."

The enhanced Edison battery might be especially useful in emergency situations, Dai added. "There may be applications for the military, for example, where you have to charge something very quickly," he said.

"It's definitely scalable," Wang said. "Nickel, iron and carbon are relatively inexpensive. And the electrolyte is just water with potassium hydroxide, which is also very cheap and safe. It won't blow up in a car."

The prototype battery has one key drawback ? the ability to hold a charge over time. "It doesn't have the charge-discharge cycling stability that we would like," Dai said. "Right now it decays by about 20 percent over 800 cycles. That's about the same as a lithium-ion battery. But our battery is really fast, so we'd be using it more often. Ideally, we don't want it to decay at all.

"The use of strongly coupled nanomaterials represents a very exciting approach to making electrodes," he said. "It's different from traditional methods, where you simply mix materials together. I think Thomas Edison would be happy to see this progress."

Hillsborough County, America's Benchmark

TAMPA, Fla.?Welcome to the molten core of the political universe, the hottest battleground in the biggest battleground state. Since 1960, Hillsborough County has called every single presidential election except for one?and there?s no reason to think that voters here won?t do it again.

Look around this county of 1.2 million and you?ll find a mash-up of past and future: a solidly Democratic city bracketed by Republican-leaning suburbs; strawberry fields, ranch-style homes, and gentrified urban neighborhoods; Puerto Ricans, Cuban-Americans, African-Americans, Midwestern retirees, college kids, active military, and young families; the brick and wrought iron of historic Ybor City, and the stucco and terra-cotta of the Sun City Center senior community.

The county boasts the nation?s seventh-largest seaport, the fourth-largest zoo, three major-league sports teams, and an annual festival honoring pirate invasions of the 18th and 19th centuries. It sits at the intersection of Interstate 75, which traverses the United States from north to south, and I-4, which bisects Florida from east to west. This is holy ground for pollsters and advertisers scouting a cross section of America.

?To me, it?s the linchpin,? said Peter Hart, a veteran Democratic pollster who has overseen dozens of focus groups in the county, including one last month that analyzed Republicans? views of presumptive presidential nominee Mitt Romney. ?If you want to understand the swings in the electorate, you are likely to find them in Hillsborough County. It tends to be a good mirror.?

Hillsborough was a Democratic bastion back in the 1970s, but, like other parts of Florida and the South, it has been trending Republican for years?even though the Democratic Party has a 50,000-vote edge in the county. The last time Hillsborough voted for a Democratic presidential nominee was for Bill Clinton in 1996. Before that it was Jimmy Carter in 1976. Five out of the seven county commissioners are Republicans; so are the property appraiser, the tax collector, the state attorney, the elections supervisor, and the sheriff.

In 2008, Hillsborough became the only Florida county that had backed Republican George W. Bush in 2000 and 2004 to flip to Barack Obama. A surge of minority voters, young people, and independents helped Obama wring 68,000 more votes out of Hillsborough than John Kerry had, propelling him to a 7-point victory over Republican nominee John McCain in the county.

Was it a fluke? Or was it the start of something big?

Democrats are banking on the latter, pointing to demographic trends here and throughout the country that are pumping up the share of the electorate that isn?t white and that leans their way. Republicans prefer to think of 2008 as an anomaly and Obama as a one-hit wonder, a history-making candidate at a time when the stars and planets over Hillsborough were aligned just right.

County Republican Chairman Art Wood goes so far as to call Hillsborough?s improbable support for Obama in 2008 his ?personal Masada,? referring to the Roman siege on an Israeli mountaintop that led the Jewish rebels to commit mass suicide. ?I was deeply depressed by the outcome in 2008, and I will use it as a rallying point in 2012,? he said. ?That?s not going to happen again.?

To ensure that it doesn?t, the GOP picked Tampa to host its 2012 nominating convention. Pumping millions of dollars into the local economy isn?t a bad way to remind voters that you?re on their side. In a close election, a postconvention boost in central Florida may help put Romney over the top. And it could be that tight. The campaign here will pit Obama?s organizational power and his capacity to take advantage of the region?s shifting demographics against Romney?s message of fiscal prudence, backed by the state?s all-powerful GOP establishment, and played against the backdrop of a still-sputtering local economy.

To understand the politics of Hillsborough County is to understand migration patterns in Florida, which unfolded along the state?s major highways. Liberal Northeasterners headed south on I-95 to Miami-Dade, Broward, and Palm Beach counties, turning South Florida into a Democratic stronghold, while folks from Michigan and Ohio took I-75 to Florida?s west coast. The influx bestowed on Hillsborough County a Midwestern sensibility that?s more practical than ideological.

Obama campaigned heavily in Hillsborough in 2008 on a simple promise with broad appeal: to cut taxes for 95 percent of working families. His most recent trip to Florida?the 16th since taking office?was to the Port of Tampa last month, where he touted his trade policy. ?I want us selling stuff, and I want us putting more Americans back to work,? he said, knowing his economy-focused audience.

Republicans have been trying to seize that ground. In one obvious sign of the county?s penny-pinching mind-set, tea party activists help lead a successful battle in 2010 against a 1-cent increase in the sales tax to pay for light rail and other transportation projects in the county. The Democratic nominee for governor that year, Alex Sink, hailed from Hillsborough County but won here by only 10,000 votes. That slim margin of victory helped Republican Rick Scott, a former corporate executive who promised to create 700,000 jobs in seven years, narrowly win statewide.

?Fiscal conservatism tends to be the common ingredient over the last number of cycles. That definitely trumps the social issues,? Florida Republican strategist Adam Goodman said. ?I think Romney will play very well here. People are going to like his business experience.?

MORE SCIENCE THAN ART

In truth, Democrats who see Obama?s 2008 win here as the start of a trend and Republicans who see it as an aberration may both have it wrong. Obama?s 2008 campaign in Hillsborough mixed art and science like never before. The art?a resonant message promising better times delivered by a fresh-faced candidate who connected with wide swaths of voters?is something that can?t be replicated in 2012. An unemployment rate above 8 percent, a trillion-dollar budget deficit, and the slings and arrows of three-plus years of presidential fortunes trumps hope and change.

?This is a campaign that can?t find a campaign theme. That says something,? said Darryl Paulson, a retired University of South Florida political-science professor. ?I think it will be very difficult for Obama to repeat his performance from 2008.?

Still, calling Obama?s victory in Hillsborough an anomaly ignores the science?the unprecedented amount of money and shoe leather and the know-how invested in the Tampa area, where his state campaign was headquartered. After years of Democrats playing to the party faithful in South Florida, Obama?s campaign charted a new course by targeting the middle-of-the-road voters in the middle of the state. He made more visits and aired more ads in the homestretch of the campaign in the Tampa Bay media market, which includes Hillsborough and surrounding counties, than any other part of the state.

?The demographics mean there are going to be more base supporters for Democrats to turn out, but you can?t forget that Florida is won in the middle by voters who are not offended by either political party,? said Democratic strategist Steve Schale, who masterminded Obama?s 2008 campaign in Florida. ?The recipe for winning Hillsborough is similar to the recipe for winning the state and winning the country: increase black and Hispanic turnout, increase youth turnout, and persuade independent voters. Pull the legs out of any one of those, and you?re toast.?

Obama could do it again. Schale crunched the numbers and found that Hispanic voters, who were 11 percent of the county?s electorate in 2008, now make up 13 percent. No wonder the Obama campaign is airing a new Spanish-language television ad featuring a Tampa Bay campaign volunteer. The headquarters has returned to Tampa?s Ybor City neighborhood, one of 26 offices?and counting?across the state. An office in Panama City slated to open on Saturday will be No. 27.

Romney has zero offices in the state; his three makeshift quarters from the January primary are long closed. The recently anointed presumptive nominee is only now turning his attention to Florida, although the state and national parties have started laying the groundwork for his campaign.

The president?s advantage looks even bigger when one considers that he did not start putting together his 2008 campaign in Florida until June. Obama had been boycotting the state because its early presidential primary flouted national-party rules.

This cycle, Obama essentially started building his reelection campaign under the auspices of the Democratic National Committee?s Organizing for America project after he took office in 2009. Ever since he officially launched his reelection bid one year ago, volunteers have participated in thousands of phone banks, voter-registration drives, canvasses, and house parties. It all adds up to a sweeping grassroots network in which the campaign is constantly ?building capacity? and recruiting new ?neighborhood team leaders.?

?I have never seen a ground game like the one Obama put up in Florida. It was masterful ? and they never left,? Tampa Mayor Bob Buckhorn said. ?By relentlessly organizing, they have built a firewall.?

But unlike in 2008, when Obama outspent McCain by more than 3-to-1 in Florida, Republican super PACs could outgun him in 2012. And this time, instead of running with the winds of the outgoing Bush administration at his back, Obama is facing the headwinds of a punishing economy. Unemployment in Hillsborough County in February, the most recent month for which data are available, was 9 percent. That?s higher than the national average of 8.3 percent, although lower than the 11.8 percent high in Hillsborough on Obama?s watch in July 2010. When the president took office, county unemployment was 8.9 percent.

While the jobs forecast is improving, the real-estate market is still in the tank. Core-Logic, a data-analysis firm, reported a 12.4 percent foreclosure rate in Hillsborough and three surrounding counties in January, compared with 12.1 percent in the state and 3.4 percent nationwide. The foreclosure inventory is bigger than when Obama took office because property values have yet to recover, leaving increasing numbers of homeowners under water, anchored to heavy mortgages.

?The state of Florida is ground zero for the failures of the Obama administration,? declared Albert Martinez, a spokesman for the Romney campaign in Florida. ?How does he come down to a state that?s been hit so hard by his policies and convince Floridians that life is better since he?s become president??

BREAKING BREAD

A Panera Bread franchise on the outskirts of Hyde Park, an upscale Tampa neighborhood, is as good a place as any to find voters disenchanted with Obama. However, many are still a long way from making up their minds, and there was little of the vitriol against the president common in more-partisan corners.

?I think he?s lost his way,? Jerry Bohannon, an insurance and investment planner, said. ?I thought he had a lot of promise, but now he?s just a Washington insider trying to keep his position. I know he wants to be president for another four years but I don?t really know what he wants to do.?

Another customer that afternoon, Elissa Gross, who serves on the board of a local nonprofit, lamented the president?s health insurance overhaul. She called it a ?socialized health care system.? But with one child at Columbia University and the other at the University of Florida?s medical school, she praised Obama for backing a cap on federal student-loan repayments.

?I like Obama,? she said, reflecting a common finding that voters think well of the president personally even if they question his performance. ?I think he?s articulate, even-tempered, and energetic. The economy is on the uptick, so we?ll have to see.?

Popular and dynamic figures such as Sen. Marco Rubio, a contender for the vice presidential nomination, and former Gov. Jeb Bush will serve as important ambassadors for GOP nominee Mitt Romney.

Janice Powell, a 58-year-old real-estate broker, sounded disgusted with politicians across the board, Democrat and Republican. Like one of every four voters in Hillsborough, she?s not registered with either party.

Powell was sitting at a small round table with her 25-year-old son, Cody Powell, and another real-estate agent, Ellen Zusman. The three have launched a website to rent private homes in the Tampa area to convention delegates. Bankruptcy filings by local home-builders have rattled a construction industry that long fueled Hillsborough?s economy.

?Middle-class people are really hurting, and all I see are a bunch of professional politicians,? Powell said. ?I don?t see how we?re going to get back on track.?

More than half of the Florida voters in a recent Fox News poll said they don?t see signs that the economy is improving. Still, Obama posted an 8-point edge in the percentage of voters who view him favorably, compared with Romney. The survey and others have found an essentially tied race that will be decided by fence-sitters like Zusman. The mother of two is a Democrat who voted for Obama but hasn?t decided if she will support him again. She doesn?t think he made good on his promise to work with Republicans; she?s worried that Romney will pander to the GOP?s conservative wing. ?The Republican Party loses me when it comes to social issues,? Zusman said. ?It?s like they believe in small government until you get pregnant.?

Several polls have found a gender gap working in Obama?s favor, following a heated debate during the Republican primary over the administration?s efforts to require religious-affiliated institutions to cover birth control in their health insurance plans. Democrats are also plugging Obama?s advantage with Hispanic voters, pointing to Romney?s hard line against illegal immigration.

?The Republican primary made our job a lot easier,? said Buckhorn, the Tampa mayor, although the gaps with women and Hispanic voters are expected to shrink between now and November. ?When they write the history of this election, it will be those two groups that will decide it.?

In an interview in his office at City Hall, the former Hillary Rodham Clinton supporter came across as an ideal surrogate for Obamain the region: an affable, centrist Democrat who projects competence and a pro-business mind-set. Buckhorn said that the secret to winning Hillsborough, a largely middle-class community that has been devastated by the real-estate bust, is responding to the concerns of working people.

?Obama is going to have to make the case that what he?s done has made a difference,? said Buckhorn, whose sleeves are rolled up in a picture on the city website. ?Romney?s challenge is to come across as the average guy.?

Obama?s allies are already on the attack. A super PAC created on the president?s behalf, Priorities USA, recently aired a 30-second spot in Hillsborough and other counties that accuses Romney of making millions of dollars on the backs of middle-class workers.

That message has sunk in with Bernard Woodside, a 44-year-old African-American who was working on his laptop at Panera across the table from his two young sons doing their homework. ?I think he?s geared more toward the upper class,? he said of Romney. ?I don?t think he has a plan that speaks to lower incomes.?

ROMNEY?S OPPORTUNITY

In a county with higher unemployment and foreclosure rates than the national average, issues like gas prices, not gay marriage, are expected to motivate voters in 2012. Romney?s moderate record on social issues such as abortion?a liability in primaries dominated by Christian conservatives?could be an asset for him in the general election, along with his business experience. Most of the Hispanic voters here are Puerto Rican and Cuban-American, for whom immigration policy is of interest but not a priority. That means Romney has a better shot at drawing Spanish-speaking voters in Hillsborough County than he may have elsewhere.

Romney will also have the advantage of campaigning in a state where the political establishment is solidly Republican. Of the six statewide officeholders in Florida, only one, Sen. Bill Nelson, is a Democrat. While Gov. Scott?s ratings are even lower than Obama?s in Florida, more-popular and dynamic figures such as Sen. Marco Rubio and former Gov. Jeb Bush will serve as important ambassadors for the GOP nominee. Rubio is considered a top contender for the vice presidential nomination, and he has already taken a star turn with Romney by campaigning recently in another battleground state, Pennsylvania. Bush released a statement criticizing Obama?s trade policy in advance of his recent speech at the Port of Tampa.

But Romney won?t need surrogates to show him the way around Florida. He has been campaigning in the state since February 2007, when Florida was poised to schedule its earliest primary in history and Romney was launching his first White House bid. He came in second in the 2008 primary with 31 percent of the vote, 5 percentage points behind McCain. Romney captured roughly the same share of the vote in Hillsborough County. But this year, he garnered 48 percent of the vote in Hillsborough in the Jan. 31 primary, surpassing his 46 percent average statewide.

?The voter in the I-4 corridor tends to be focused on issues of immediacy and what?s going on nationally with the economy,? said Republican consultant Brett Doster, who led Bush?s 2004 reelection bid and Romney?s 2012 primary campaign in Florida. ?When you?ve got a guy like Romney who is a proven job creator juxtaposed against a guy who said he would get unemployment down to 8 percent and it?s hovering above that, those things matter.?

Doster partly attributed George W. Bush?s win in Hillsborough after the 2001 terrorist attacks to the substantial population of active and retired military. The headquarters of the U.S. Central Command, MacDill Air Force Base, is just south of Tampa. Via satellite from the base, Bush offered troops around the world an upbeat assessment of the war in Iraq in June 2004. The year before, he invited country-music star Toby Keith to perform there. ?You?ll be sorry that you messed with the U.S. of A.,? Keith belted out to a cheering crowd.

But national-security concerns were not running as high by November 2008, and McCain was forced to defend Bush?s stewardship of a flailing economy and increasingly unpopular war.

In the meantime, Hillsborough?s makeup had been changing. David Dent, an associate journalism professor at New York University, has launched a website dedicated to counties like Hillsborough that voted for Bush in 2000 and 2004 but went for Obama in 2008. Nationwide, 272 counties? fit the BushObamaAmerica.com profile. Although some similarities with nationwide averages on race and income can be drawn when all of the counties? populations are grouped together, the makeup of the individual counties varies widely. Some are home to growing minority populations; others are overwhelmingly white.

?Hillsborough is clearly one of the Bush-Obama counties where a tilt in diversity helped produce the win, and the question is whether those ingredients are still ripe enough, given the current economic climate,? Dent said.

How closely divided is Hillsborough? Of the 1.95 million votes cast in presidential elections since 1992, Republican nominees won only about 14,000 more than Democratic nominees. Another nugget dug up by Schale, the Democratic strategist: The outcome in the Tampa Bay market has run within 2 percentage points of the statewide result in every presidential election since 1992.

Florida?s critical importance to the Obama campaign was as clear as black and white, in a weekly schedule scrawled on a dry erasable board in mid-April at the campaign headquarters in Ybor City. Monday was a call with reporters to tout Obama?s plan to raise taxes on the rich. On Tuesday, the president outlined the aforementioned plan in Boca Raton. Michelle Obama spoke in Jacksonville on Thursday, and Obama stopped at the port on Friday. Vice President Joe Biden and his wife, Jill Biden, also made public appearances in Florida last month.

Romney has not yet made a trip to Florida since he emerged as the presumptive nominee, and he has only the bare bones of a campaign on the ground. He won the Florida primary in January mostly by turning in two strong debate performances and quashing Newt Gingrich?s momentum out of South Carolina by unleashing a torrent of attack ads, many of which were aired by the super PAC Restore Our Future?another weapon that the Romney campaign will have on its side. His fledgling Florida team also showed its potential with an impressive absentee-ballot program that banked tens of thousands of votes before the primary election.

Can Romney ultimately match Obama in organizational power here? There?s no reason to think he can?t. The race is a dead heat, and Obama was even less organized in Florida than Romney at this time four years ago.

?We?re not going to be outworked,? said Martinez, the Romney spokesman and a veteran of Rubio?s successful U.S. Senate campaign in 2010. ?You?re going to see an aggressive effort in the state of Florida comparable to the successful Republican efforts you?ve seen in the state before.?

Few, however, are underestimating the difficulty of dislodging a president in a place so evenly divided. Over a mug of coffee in his cottage-like office, Republican strategist Goodman proudly pointed to framed signs from recent winning state campaigns: Attorney General Pam Bondi, Chief Financial Officer Jeff Atwater, incoming House Speaker Will Weatherford. But this one is different.

?Anyone who thinks that Florida, which tends to be reliably Republican, will be anything less than a firefight in November is ignoring history,? Goodman said. ?All hands will be on deck.?

Goodman called the GOP?s selection of Hillsborough to host the national convention ?huge? and said that the publicity surrounding the four-day event could easily boost Romney?s popularity enough to make a difference in November. But there is little evidence that the location of a convention translates into a win; in fact, the last four Republican nominees all lost the states that hosted the national conventions: California in 1996, Pennsylvania in 2000, New York in 2004, and Minnesota in 2008. Eric Ostermeier, a research associate at the University of Minnesota?s Humphrey School of Public Affairs, noted on the school?s website that over the past half-century, there was only one instance in which a state hosting the Republican convention flipped after voting for the Democratic nominee four years earlier.

That was in 1968, when Richard Nixon won Florida.
