The most daunting and critical challenges our nation faces today is the energy sector, which is the engine of economic growth for any modern society. The government of President Koroma, almost five years later, has not sufficiently delivered the expanded coverage needed to increase access to electricity in the rural communities and across the country. ?(Photo: Mohamed C Bah, author)

The poor state of electricity is a serious obstacle to local industrialization, access to job opportunities for the youths and the medical readiness of the health care sector. It is a shame that we, as a nation, has not turn around an aging problem to better serve our communities and transform Sierra Leone into a self-sufficient energy nation.

Today, access to power in Sierra Leone is very low at around 1 to 5 percent in the urban areas and virtually nonexistent in the rural country sides. Sierra Leone?s installed power generation capacity is around 13 megawatts per million which is lower than what other low-income and fragile nations have installed. This kind of limited coverage is ineptly inadequate and unacceptable by every imaginable standard. The government of Sierra Leone must do more to provide access and expanded services, particularly in the villages, towns and cities across the country.

The energy policy in Sierra Leone is centralized in the capital city of Freetown. The entire existing power infrastructure about 80% is concentrated in the western part of the country. Even with the partial functioning of the Bumbuna power plant, it has only half the suppressed demand for Freetown and let alone that of the rest of Sierra Leone.

The nation is gradually slipping back into a blanket of colossal darkness with no tangible and strategic solutions in the pipe line. The Ministry of Energy and Water Resources lacks the institutional and management resources to effectively handle the energy crisis in Sierra Leone. It must be restructured and streamlined to meet its challenges and obligations to the energy consuming public.

Indeed, Sierra Leone still pays some of the highest tariffs in Africa. Sierra Leone paid three times as much for power as did residents of other African countries that relied on hydropower generation. Thus, making critical and sustainable investments in more cost effective power generation instead of the current thermal energy is an important strategic objective for Sierra Leone in the future.

This is where succeeding governments from the Momoh administration to President Koroma have inadequately failed to provide comprehensive and sustainable solutions to the energy quagmire. We must stop repeating the same mistakes and develop practical ways to solving the energy problem in Sierra Leone.

Perhaps, one of the visible challenges of the energy sector is the current condition of the Bumbuna plant. Since 1974, when the government of President Siaka Steven began this ambitious project, it took almost 38 years to be completed by the Koroma administration on November 6, 2009.Even with the addition of the Bumbuna plant, Sierra Leone?s power generation capacity falls short of meeting residential and industrial demands.

The current installed hydropower system from Bumbuna is seasonal and produces around 50 megawatts during the rainy seasons, but less than 20 megawatts during the dry season. Such fluctuating energy inadequacies are the primary reasons behind the frequent and recent power outages in Freetown, the capital city of Sierra Leone.

The symbol of Sierra Leone?s former energy power house ? the Kingtom plant ? today lies in ruins. A Siaka Steven energy legacy which served Freetown and its surroundings decades ago virtually has no power generation. It has been plagued with several logistical problems: the malfunctioning of the larger generators at the plant, serious cash flow problems which hinders NPA?s purchase of spare parts and the inability to purchase fuel required to power the diesel plants.

The National Power Authority (NPA) is perhaps the most dysfunctional Ministry in Sierra Leone. In 2010, system losses drained $24.2 million from its revenue flow and collection rates from electricity customers have dramatically declined from 86% decades ago to 50% in 2012.Sierra Leone must reverse this trend and continue to pursue the installed meter system while contracting with national banks to collect utility revenues.

The way forward to solving the energy crisis is first of all: government must stop politicizing the electricity situation and accept responsibility that energy security continues to be a major problem for residential, commercial, industrial and investment needs in Sierra Leone. It is a fact that no alternative form of energy has been seriously developed other than the 80% completed Bumbuna plant in which the Bumbuna residents themselves have no electricity.

That fuel import account for 26% of government import ? an expensive energy strategy the Koroma administration must abandon and find new cost-effective ones. The rationing of electricity and the purchasing of more industrial generators will not build a more sustainable energy presence in Sierra Leone. It is a temporal fix that will exhaust government revenues and deprive other sectors from performing their service obligations to the citizens of Sierra Leone.

A new energy future must be a diversified strategy managed by a competent Ministry of Energy and Water Resources that is business oriented and customer friendly. That is transparent in its financial records and its approach in delivering cheaper and reliable services including a razor focus in producing wider access of energy coverage across the country.

?If 80% of the power generated by NPA is consumed only in the western area and less than 10% of the Sierra Leonean population have access to electricity, we must develop other alternative sources of energy like: solar power, expanded hydropower around Sierra Leone, wind turbines and Biomass ? a tons of waste crops ? such as rice husk, rice straw, cocoa husk ? which can produced an energy potential of 2,706 GWH. We must reduce our reliance on emergency thermal generation (diesel fuel) which is too costly to maintain and especially when the price of globe crude oil is on the increasing trend nowadays.

Furthermore, importing power from other countries in West Africa is an attractive option to addressing the growing demand for electricity. Sierra Leone must finalize the development plans of transmission network linking its own power grids to nations like Cote d?Ivoire and Guinea. We must also develop over 600 megawatts of interconnector capacity and purchase our power from Ivory Coast which is the region?s largest power exporter from the West African Power Pool (WAPP).

Sierra Leone can even import low-cost hydropower from neighboring Guinea which has an export potential of 17.4 terawatt-hours for Kambia, Koinadugu and Bombali district in the Northern part of the country. Additionally, government can even expand its hydropower within Sierra Leone to produce as much as 1,200 megawatts ? a two prong strategy of buying power from neighboring countries and expanding hydropower resources within Sierra Leone. This will broadly increase NPA?s customer base, generate more cash revenues and provide a comprehensive energy future for Sierra Leone.

If Sierra Leone could develop a sound diversified approach in solving the energy mess, the failed efforts of past and present governments will be an illusion of the past. It is frustrating to read from bloggers and social forums about the exaggerated improvement of electricity in Sierra Leone. To say the least, some of these pundits have not visited Sierra Leone for the past couple of months or years and may be consumed with the politics of technology that spreads excessive propaganda across the instant media outlets.

No Sierra Leonean should compromise the welfare of its own people for the sake of political loyalty and partisan obsession. Electricity remains a huge problem in Sierra Leone and needs some urgent solutions. It is an integral part of attracting multi-national investments and fostering development in this modern globalization. The focus should be about expanding coverage to six million people and making energy security affordable and reliable to millions of households and businesses.

By sitting in London and the Olympic city of Atlanta or the Empire State of New York and the friendly city of Berlin to lavish praises on a government that has not adequately addressed the power sector ? one is seriously tempted to believe that a terrible injustice has been committed to the poor rural farmer in Pendembu, Kailahun and the struggling student in Sefadu-Kono District, who still relies on candles, paraffin and other local sources of energy.

The energy situation in Sierra Leone is not a political football of who produced more or less and who completed the Bumbuna project ? it is about providing uninterrupted and sustainable energy future for the people of Sierra Leone. It is about revitalizing an ailing sector that has deprived millions of households of electricity and woefully failed the investment community.

It is about creating an environment for internet access as a gateway of commerce and trade to the world, electrifying our classrooms and helping our children learn how to read and write through digital tools like computers and other electronic devices. It is about powering our hospitals and saving precious lives. It is about providing the energy resources for farmers to utilize their equipments and yield a higher crop production.

An energy self-sufficient nation must be the new ?agenda for prosperity? not the thermal energy that is redundant, wasteful and too costly to maintain. The new way forward is diversification, accountability and a serious focus on making Sierra Leone an energy efficient nation. This is the future we must strive to build.

'YOLO,' 'fiscal cliff': 12 words that must be banned

Spoiler alert: This story contains words and phrases that some people want to ban from the English language. "Spoiler alert" is among them. So are "kick the can down the road," "trending" and "bucket list."?

A dirty dozen have landed on the 38th annual List of Words to be Banished from the Queen's English for Misuse, Overuse and General Uselessness. The nonbinding, tongue-in-cheek decree released Monday by northern Michigan's Lake Superior State University is based on nominations submitted from the United States, Canada and beyond.?

"Spoiler alert," the seemingly thoughtful way to warn readers or viewers about looming references to a key plot point in a film or TV show, nevertheless passed its use-by date for many, including Joseph Foly, of Fremont, Calif. He argued in his submission the phrase is "used as an obnoxious way to show one has trivial information and is about to use it, no matter what."?

At the risk of further offense, here's another spoiler alert: The phrase receiving the most nominations this year is "fiscal cliff," banished because of its overuse by media outlets when describing across-the-board federal tax increases and spending cuts that economists say could harm the economy in the new year without congressional action.?

"You can't turn on the news without hearing this," said Christopher Loiselle, of Midland, Mich., in his submission. "I'm equally worried about the River of Debt and Mountain of Despair."?

Other terms coming in for a literary lashing are "superfood," "guru," "job creators" and "double down."?

University spokesman Tom Pink said that in nearly four decades, the Sault Ste. Marie school has "banished" around 900 words or phrases, and somehow the whole idea has survived rapidly advancing technology and diminishing attention spans.?

Nominations used to come by mail, then fax and via the school's website, he said. Now most come through the university's Facebook page. That's fitting, since social media has helped accelerate the life cycle of certain words and phrases, such as this year's entry "YOLO" ? "you only live once."?

"The list surprises me in one way or another every year, and the same way every year: I'm always surprised how people still like it, love it," he said.?

Rounding out the list are "job creators/creation," "boneless wings" and "passion/passionate." Those who nominated the last one say they are tired of hearing about a company's "passion" as a substitute for providing a service or product for money.?

Andrew Foyle, of Bristol, England, said it's reached the point where "passion" is the only ingredient that keeps a chef from preparing "seared tuna" that tastes "like dust swept from a station platform."?

"Apparently, it's insufficient to do it ably, with skill, commitment or finesse," Foyle said. "Passionate, begone!"?

As usual, the etymological exercise ? or exorcise ? only goes so far. Past lists haven't eradicated "viral," "amazing," "LOL" or "man cave" from everyday use. ?

"It was done very quickly," said Peter Jenniskens, a meteor researcher who suddenly found himself managing a small army of volunteers when the Sutter's Mill meteor broke up April 22.

Dozens of scientists jumped to Jenniskens' aid as he?searched for meteorite fragments. But less publicized will be the volunteers who phoned in reports of meteorites, or sent in?pictures and video of the fireball?by e-mail.

Jenniskens' team?commandeered an airship?to search for fragments. Meanwhile, the team caught a lucky break ? Doppler radar information from nearby weather stations showed the track of the meteorite. Adding this data to the pictures and video sent in by volunteers, the scientists could reconstruct the impacting asteroid's early history. [Photos: Fireball Drops Meteorites On California]

According to Jenniskens, the paper, to be published Friday (Dec. 21) in the journal Science,?was made possible by the mass crowdsourcing effort that enabled a large amount of data to be collected in a short time.

"It's all very important, and it's fantastic how this came together," said Jenniskens, a meteor astronomer at the Search for Extraterrestrial Intelligence (SETI). "For me, it was personally very exciting."

Peeling back the years

The Sutter's Mill meteorite turned out to be a rare type ? a?carbonaceous chondrite?that contains information about the early stages of the solar system. The meteorite pieces originated in a space rock that was perhaps as much as 3.3 yards (3 meters) across.

A space rock is called an asteroid or meteoroid until it hits the Earth's atmosphere. The resulting fireball is then called a meteor until it hits the ground, at which point it is dubbed a meteorite.

The asteroid that would later impact California orbited the sun in the asteroid belt between Mars and Jupiter, making about three trips around our star in the time it takes Jupiter to orbit once. Such a ratio, known as a resonance, is common in the solar system ? some of?Jupiter's moons are in resonance?with each other, for example.

The asteroid's resonance was a little "off" from a perfect 3 to 1 ratio. At some point, Jupiter's strong gravity muscled the asteroid out of its normal orbit and sent it on a trip to the inner solar system. This pushed the asteroid into a new orbit that brought it in as far as Mercury's orbit when it got closest to the sun.

NHL, union spend day on conference calls

NEW YORK (AP) ? Lots of questions, but still no answers in the NHL labor fight.

The league and the players' association spent much of Saturday talking to each other via conference call. The conversations were strictly for the purpose of sharing information regarding the new contract offer the NHL made to the union late Thursday. The initial thought was that the sides would get together Sunday in New York to hold official negotiations for the first time in weeks, but those hadn't been scheduled as of late Saturday afternoon.

"Some more informational sessions in the morning," NHL deputy commissioner Bill Daly told The Associated Press regarding Sunday. "Nothing planned beyond that."

The union pored over the latest NHL proposal aimed at ending the lockout that reached its 105th day Saturday and saving the delayed hockey season. The league would like to reach a deal no later than Jan. 11, which would allow training camps to start the following day, and a 48-game season to begin Jan. 19.

Saturday's conference calls were scheduled Friday night so the union could ask league officials questions about the nearly 300-page proposal. Whether enough progress will be made to lead to face-to-face talks remains to be seen.

The sides haven't gotten together since Dec. 13 with federal mediators. Bargaining sessions with only the NHL and union involved haven't been held since Dec. 6, when talks abruptly ended after the players' association made a counterproposal to the league's previous offer. The league said that offer was contingent on the union accepting three elements unconditionally and without further bargaining.

The NHL then pulled all existing offers off the table. Two days of sessions with mediators the following week ended without any progress made.

The players' association's executive board and negotiating committee went over the new proposal during an internal conference call Friday.

A person familiar with key points of the offer told The Associated Press that the league proposed raising the limit of individual free-agent contracts to six years from five ? seven years if a team re-signs its own player; raising the salary variance from one year to another to 10 percent, up from 5 percent; and one compliance buyout for the 2013-14 season that wouldn't count toward a team's salary cap but would be included in the overall players' share of income.

The person spoke on condition of anonymity because details of the new offer weren't being discussed publicly.

The NHL maintained the deferred payment amount of $300 million it offered in its previous proposal, an increase from an earlier offer of $211 million. The initial $300 million offer was pulled off the table after negotiations broke off earlier this month.

The latest proposal is for 10 years, running through the 2021-22 season, with both sides having the right to opt out after eight years.

The lockout has reached a critical stage, threatening to shut down a season for the second time in eight years. All games through Jan. 14, plus the Winter Classic and the All-Star game already have been called off. The next round of cuts could claim the entire schedule.

The NHL is the only North American professional sports league to cancel a season because of a labor dispute, losing the 2004-05 campaign to a lockout. A 48-game season was played in 1995 after a lockout stretched into January.

It is still possible this dispute could eventually be settled in the courts if the sides can't reach a deal on their own.

The NHL filed a class-action suit this month in U.S. District Court in New York in an effort to show its lockout is legal. In a separate move, the league filed an unfair labor practice charge with the National Labor Relations Board, contending bad-faith bargaining by the union.

Those moves were made because the players' association took steps toward potentially filing a "disclaimer of interest," which would dissolve the union and make it a trade association. That would allow players to file antitrust lawsuits against the NHL.

Union members voted overwhelmingly to give their board the power to file the disclaimer by Jan. 2. If that deadline passes, another authorization vote could be held to approve a later filing.

Negotiations between the NHL and the union have been at a standstill since talks ended Dec. 6. One week later, the sides convened again with federal mediators in New Jersey, but still couldn't make progress.

The sides have been unable to reach agreement on the length of the new deal, the length of individual player contracts, and the variance in salary from year to year. The NHL is looking for an even split of revenues with players.

New NHL offer leads to scheduled talks with union

NEW YORK (AP) ? The NHL is set to get back to the bargaining table with the locked-out players? association after a new contract offer from the league broke the ice between the sides.

Those talks are scheduled to take place Sunday in New York, nearly one month after negotiations broke down and pushed the sides further apart.

Without fanfare, the NHL said Friday that it made a new proposal to the union on Thursday in an effort to end the lockout and save the delayed hockey season.

The players? association was still reviewing the document, which was several hundred pages in length, on Friday night and planned to speak to the NHL by telephone on Saturday, and then get together with the league on Sunday.

The sides haven?t met since a second round of talks with a federal mediator ended on Dec. 13. They haven?t had formal negotiations alone since the first week of the month.

Time is running out to come to an agreement and then play a season of at least 48 games ? a number the NHL set as a minimum. The league would like to reach a deal by Jan. 11, start training camp the following day, and open the season by Jan. 19.

??We delivered to the union a new, comprehensive proposal for a successor CBA,?? NHL deputy commissioner Bill Daly said in a statement Friday. ??We are not prepared to discuss the details of our proposal at this time. We are hopeful that once the union?s staff and negotiating committee have had an opportunity to thoroughly review and consider our new proposal, they will share it with the players. We want to be back on the ice as soon as possible.??

The Employment Court has thrown out Talley's bid for a woman to pay $10,000 security for costs in fighting for her fish processing job.

Chief Judge Graeme Colgan said the company's application could be seen by the woman as "a strategy to persuade or compel her to abandon the case".

Lynette Turner claims she was unjustifiably dismissed in July last year by Talley's, where she did seasonal work for 10 years.

Talley's argued that she did not raise the issue within the required 90 days so the Employment Authority did not have jurisdiction to investigate the alleged grievance.

Authority member Michael Loftus agreed and in August ruled that her application failed and her personal grievance claim was dismissed.

The authority also ordered Turner to pay Talley's costs of $1750.

However, Turner, represented by lawyer Anjela Sharma, is challenging that decision and the case is scheduled to be heard in February.

Turner, earning $14 an hour as a laundry worker, sought an order to stay payment of the costs until her challenge was heard and decided, saying it would not affect Talley's and she had few financial resources.

Chief Judge Colgan decided she should pay $50 a month into her solicitor's trust account from February.

However, he also ruled she should not have to pay the $10,000 security payment that Talley's asked for.

Talley's grounds for seeking the payment included her failure to pay the costs awarded by the authority, her poverty, and the company being put to additional and "unnecessary" expense of the legal action.

It also criticised her arrangements made to pay her lawyer after the case concluded.

Chief Judge Colgan said the company's claim that she should provide security for its costs and that her challenge should be stayed unless and until she did so, was without merit.

He noted the court only rarely granted such applications and in extraordinary circumstances, which did not exist in this case.

"It is difficult to accept that the defendant would not have been advised otherwise, which has no doubt caused Mrs Turner to fear that Talley's application for security is a strategy to persuade or compel her to abandon her case."

He said Turner's case had been rejected on grounds of non-compliance with time limits, before there had been any opportunity to examine it on its merits.

"To now seek to place a barrier in the way of Mrs Turner's challenge by requiring her to pay what, for her, will be an impossibly high sum as security for costs, will deprive her of access to justice."

The company claimed that it had a strong case "but I conclude, without determining the issue, that this is not able to be established at this stage", the judge said.

The weakness in the company's grounds for an order for security was illustrated "by its attacks on what it can do no better than suspect are the financial arrangements" with her lawyer, he said. "That is a matter between Mrs Turner and her lawyer and, frankly, none of Talley's business," said Chief Judge Colgan.

The company said that a property search revealed that the address where Turner lived was owned by someone else.

"That is not surprising, not only because a substantial proportion of the workforce lives in rented accommodation, but so, too, does an even greater proportion of those in low-wage jobs as Mrs Turner's. That is not a ground for requiring her to give substantial security for the defendant's costs in the proceeding. Not everyone, especially low-paid employees, has equity in their homes that can be offered as collateral security," he said.

He dismissed Talley's application for security, and ordered it to contribute $750 towards her costs of defending "this unmeritorious application".

Fiscal Cliff Deal Not Reached, Leaders Agree To Continue Talks

WASHINGTON -- With just three days to go before tax rates rise for all Americans and 1 trillion dollars in spending cuts over the next decade are triggered, President Barack Obama announced to the American public that the time for negotiations had not yet passed.

Several hours earlier, the president had met with top congressional leaders to discuss a path of resolution to the so-called fiscal cliff. It was, he said, a ?good and constructive discussion," one that had left him ?modestly optimistic? that a deal could still get done. But he chastised lawmakers for waiting once more until the last minute to reach an agreement.

?This is d?j? vu all over again,? he declared, adding that, ?outside of Washington, nobody understands how it is that this seems to be a repeat pattern.?

More importantly, the president declared that if Senate Majority Leader Harry Reid (D-Nev.) and Minority Leader Mitch McConnell (R-Ky.) are unable to reach a deal, he wants an up-or-down vote on a small package that would extend tax cuts for middle class Americans, continue unemployment benefits and lay the groundwork for future deficit reduction.

"The hour for immediate action is here. It is now," Obama said in a statement before the White House press corps. ?If an agreement isn?t reached in time between Sen. Reid and Sen. McConnell, then I will urge Sen. Reid to bring to the floor a basic package for an up-or-down vote.?

"So if we don?t see an agreement between the two leaders in the Senate, I expect a bill to go on the floor -- and I've asked Sen. Reid to do this -- put a bill on the floor that makes sure that taxes on middle-class families don?t go up, that unemployment insurance is still available for two million people, and that lays the groundwork, then, for additional deficit reduction and economic growth steps that we can take in the New Year," Obama added.

The action now moves to the Senate, where Reid and McConnell have precious little time to hammer out a deal. House Speaker John Boehner (R-Ohio) emphasized during Friday?s White House gathering that he would not move legislation to resolve the fiscal cliff without seeing the Senate act first.

Shortly after the White House meeting ended, Reid and McConnell appeared together on the Senate floor and said they plan to try to come up with a new proposal to present to their respective caucuses as early as Sunday.

"Whatever we come up with is going to be imperfect," Reid warned. "Some people aren't going to like it, some people will like it less. But that's where we are. We have an obligation to do the best we can."

Whether or not a Senate deal can be reached is anyone?s guess, though it seems unlikely considering all the false starts that have characterized negotiations up to this point. Whether McConnell would allow for an up-or-down vote on a Democratic-authored bill is even less certain. On Friday evening, Reid's office announced that it was preparing such a bill for a Monday vote as a contingency plan.

McConnell said the next 24 hours will be crucial if there is any deal to be had. "I am hopeful and optimistic," he said.

The framework of a Senate-blessed deal did seem to come into focus prior to the Friday meeting. Hill aides on both sides of the ledger said they could envision support for a scaled-down proposal that included tax rates extended for household income under $400,000, an extension of unemployment insurance benefits, no change to the estate tax, no money for infrastructure and no resolution to the impending debt ceiling standoff. What would happen with the $1 trillion or so in sequestration cuts set to kick in on Jan. 1, 2013 and take place over the next 10 years was unclear.

A White House official declined to say whether this would serve as the ground floor for Reid and McConnell?s talks or even if the president himself would support such a proposal. The official argued that any final deal that emerged from the Senate would have to be crafted with an eye toward garnering Democratic support in the House. Reid, after all, wouldn?t sign off on a bill that set the threshold for tax hikes too high. And since Boehner's failed "Plan B" proposal showed he was unable to pass legislation raising rates only on millionaires, Democratic votes in both chambers would be needed.

?Whatever McConnell and Reid cook up is something that Nancy Pelosi has to support," the official said. "The Minority Leader will have a powerful role in these discussions.?

The official added that the White House would be ?in touch? with Senate negotiators during the next few days to ensure that talks stayed on track. If they didn?t, and McConnell ended up filibustering even the president?s scaled-back plan, the White House feels that the hit to his reputation would be heavy.

?It puts him in a position of filibustering tax cuts for the middle class,? the official said. ?This is their incentive to get a deal done.?

(CNN) ? You may not know his name, but anyone who watches movies and television knows the squat, tough-faced character actor Charles Durning, who died on Christmas Eve, according to his family.

The 89-year-old decorated World War II veteran had an award-winning career that spanned 20th Century entertainment, from the burlesque stage and theater to television and film, playing roles as diverse as society itself.

Durning was the gruff father smitten by Dustin Hoffman?s female impersonation of ?Tootsie,? the Southern politician dancing on stage with George Clooney?s Soggy Bottom Boys in ?O Brother, Where Art Thou?? and the corrupt cop caught up in the ?big con? by Paul Newman and Robert Redford in ?The Sting.?

He won Tony and Golden Globe awards and was nominated for Academy Awards two times as a supporting actor. He also received nine Emmy nominations and was honored in 2007 with a lifetime achievement award from the Screen Actors Guild.

Born in Highland Falls, New York, on February 28, 1923, Durning became an actor relatively late.

According to his TV Guide biography, Durning left home at age 16 and later enlisted in the Army. Durning landed on Normandy beach on D-Day and fought in the Battle of the Bulge, receiving the Silver Star and three Purple Hearts.

He worked odd jobs that ranged from professional boxing to teaching ballroom dancing to ushering in a burlesque house, where he got his start on stage by once filling in for a comic who failed to show up, the actor often recalled.

He also attended the American Academy of Dramatic Arts, where he trained with Jason Robards, Colleen Dewhurst and others.

Some of Durning?s other best-known roles included his Tony-winning performance as Big Daddy in ?Cat on a Hot Tin Roof?, a complicit sheriff in ?Best Little Whorehouse in Texas?, a beleaguered police officer in ?Dog Day Afternoon? and as Doc Hopper, the owner of a frog leg restaurant in ?The Muppet Movie.?

Durning?s family, in a statement issued Tuesday, said, ?Not only was Charlie a World War II hero but he was also a hero to his family. Charlie loved Christmas and if he could have chosen a time to pass, he would have chosen this day.?

Russian leader Putin in India for talks focusing on trade, reinvigorating political ties

NEW DELHI - Russian President Vladimir Putin is in India for talks intended to help cement Russia's position in the growing Indian market and reinvigorate political ties.

Following meetings Monday between Putin and Indian Prime Minister Manmohan Singh, Moscow and New Delhi are expected to sign agreements on trade, science, education and law enforcement.

While the volume of Russian-Indian trade has risen sixfold since 2000 and is expected to reach $10 billion this year, the growth has slowed in recent years. And even though India remains the No. 1 customer for Russia's arms industries, Moscow has recently lost several multibillion-dollar contracts to Western weapons makers.

Russia and India have shared close ties since the Cold War, when Moscow was a key ally and the principal arms supplier to New Delhi.

Snowboarder dies in avalanche at Tahoe-area resort

TRUCKEE, Calif. (AP) ? A 49-year-old California man died Monday after being buried in an avalanche while snowboarding at a Sierra ski resort, one of several avalanche-related emergencies in the Lake Tahoe area after recent storms dumped up to 3 feet of fresh snow.

Donner Ski Ranch, about 90 miles northeast of Sacramento, closed as rescue teams began their search.

The Nevada County Sheriff's Department identified the man as Steven Mark Anderson of Floriston, an unincorporated community outside Truckee, after notifying his brother.

The sheriff's department received a call about the missing man at noon Monday, nearly three hours after the avalanche. Deputy David Lade said it took that long for Anderson's friends to determine he was missing. The friends had not been skiing as a group, but rather went their own way in the morning, Lade said.

"They spent a lot of time trying to locate him," he said.

A search dog found the man's body about 1:30 p.m. under 2 to 3 feet of snow at the base of the avalanche. Lade said the wind had blown snow to depths to 7 feet or more where the man was snowboarding, which was inside the ski area's boundaries near the main lodge.

Anderson was believed to be the only person caught in the slide, Lade said.

Tahoe-area ski resorts received at least 3 feet of snow in a wind-whipped series of storms from Friday through Sunday, leading to perilous conditions even within ski area boundaries.

"With the extremely heavy snowfall we've gotten over the last three days and the conditions prior to that, it's prime avalanche conditions," Lade said.

Two neighboring ski resorts, Squaw Valley USA and Alpine Meadows, also reported dangerous avalanches. A veteran ski patroller at Alpine Meadows was taken Monday to Renown Regional Medical Center in Reno after being buried in a slide that had been intentionally set with an explosive device.

"The charge triggered the avalanche, which broke much higher and wider on the slope than previously observed in past snow safety missions," the resort said in a statement.

The patroller, who had 28 years of experience at the resort, was uncovered within eight minutes. Resort spokeswoman Amelia Richmond said she could not release his condition, and the hospital did not immediately return a phone call seeking comment.

The ski patrol team was doing avalanche control in Sherwood Bowl, which is within the boundaries on the back side of resort.

On Sunday, two skiers at Squaw Valley ? a 39-year-old woman and 16-year-old boy ? were treated for non-life threatening injuries after they were swept up in an avalanche, although neither had been buried.

Gout study offers genetic insight into 'disease of kings'

Dec. 23, 2012 ? Scientists have shed light on why some people are more susceptible to gout than others. A study has identified 18 new genetic variations that increase levels of uric acid in the blood, which is the main cause of the disease. High levels of uric acid form small crystals in joints and tissues, causing pain and swelling -- the main symptoms of the condition once known as the 'disease of kings'.

Gout is the most common form of inflammatory arthritis, affecting up to two per cent of the world's population. Understanding how these common genetic variants increase uric acid levels in the blood may lead to improvements in the treatment and prevention of the disease. It could also help research into urate-lowering drugs.

The international team of researchers, including scientists from the University of Edinburgh and Queen Mary, University of London, say gout is becoming more common in the developed world.

They attribute its rise in part to increasing levels of obesity and an aging population.

This painful joint inflammation affects at least one in seventy adults in the UK with approximately 900,000 people suffering at least one attack of gout in their lifetime.

The work, published in Nature Genetics, was carried out by analysing the genetic data of more than 140,000 people, from more than 70 individual studies from Europe, the U.S., Japan and Australia and represents the largest study worldwide on this topic.

Dr Veronique Vitart, from the Medical Research Council Human Genetics Unit at the University of Edinburgh, and one of the lead authors of the study said: "Abnormal levels of uric acid have been associated with various common diseases and conditions, but causal relationships are not always clear. Gaining insight into the genetic components of uric acid levels offers a very useful tool to tackle these issues and to further our understanding of these conditions."

Professor Mark Caulfield, from the William Harvey Research Institute at Queen Mary, and a lead author said: "Existing therapies to avoid attacks of gout sometimes cause side effects. Our findings identify new potential mechanisms for gout and offer opportunities for new therapies which may improve prevention of this debilitating condition in the future.
